Anyone know what technology a typical modern BIOS is based on? TTL? CMOS? FLASH? How sensitive are these chips to damage via static discharge?

If you mean the socked BIOS chips on motherboards, they should be flash memory devices - and that means that they can only be CMOS devices... ESD protection on CMOS logic is usually in the 1kV or lower, which means you can shock them to death without being able to feel the spark. ESD baggies are recommended.
