University rankings for electrical and electronic engineering from 2011: https://www.university-list.net/rank/univ-110082.html
Highest ranked is MIT, followed by Stanford Uni. They both have websites that you can access.

You need a university that has classes in your language.
Some professors can barely speeky zee language they are teaching in because they have a very strong accent. They need subtitles like on TV.
