audio recording circuit

hi,

i am looking for a simple economical project to make a audio clip player(recording must be via computer on an ic) and playback
the circuit must
*be having an ic which can be connected to the computer so as to record the audio or change when required(ranging from 5 to 20 sec)

please suggest me the circuit, ic and the ic recording hardwares etc.
i am a novice in this field yet.....
