Audio Frequency Division help please.

Help please!
I'm looking for a method of changing/synthesizing/dividing an audio signal down to lower frequencies while retaining its amplitude and phase.
A division of 5 - 10 is desired.
The ideal circuit would represent 100hz as 10hz, 1khz as 100hz, 10khz as 1 khz, etc.
While the input would be a random audio signal such as music or room noise, the output would need to accurately follow the amplitude of the input at the lower frequencies without any delay or phase shift.
The output waveform and signal quality is not extremely important.

Any ideas are greatly appreciated.
 
Just record it and play it back slowed down by the scaling factor you desire.

For example reducing the speed of the tape by a factor of ten will give the desired effect.

Also note that scaling by a factor of ten will make music out of tune, to stay in tune you need to scale by 2, 4, 8, 16 etc.
