Use an electric heating pad adjusted to right temp under container.

Use LM35 Temp sensors with 5V or battery and DMM to monitor temp and expect 1~2hr delay unless you do a better thermal design. Fancier regulator can close loop if you want to setpoint temp comparing temp to setpoint to drive electronic switch to heating pad or nichrome wire or old heating element rated for 120/V230Vac but powered by PC PSU 12V for low power and driven by MOSFET switch from logic levels.

Hi-temp rated plastic mold ( polycarbonate ) or suitable container.
Ought to be following regulations for safety and cleanliness.

Every incubator I have used or designed has had provision for gentle air circulation. In one case, we used the equivalent of a modern PC fan in a box attached to the side of the incubator box. A incandescent light bulb in the box with a thermostat switch kept thinks at constant temperature. The hard part today might be getting the incandescent light bulb. Any heater, such as mentioned, will work.

Tony didn't mention it, but you also need some way to rock the eggs, as shown in the picture he posted.

Hadn't thought about moving the eggs around. A small gear motor might be modified to slowly cycle the motion with suitable mods and a lever arm to raise one side of the container. the photo shows a horizontal rotating disk which pulls up the edge in cycles with a plastic edge fastened to tray somehow. Use Polycarbonate, not PVC. Like that found in solar roofing materials.

The forums here already have several threads about incubators. Try the search function.
