What is ARM? I know it is a company that speciallizes in 32 bit Micro processors. https://www.arm.com/

but I have seen some arm based microcontrollers from ATMEL. Does this mean that ARM is a technology?

What exactly is ARM?
 
It means that Atmel has licensed Arm's process or architecture. It is supposedly a faster way to handle 32 bit processing.
 
ARM dont actually make anything, They will design something specific for a company or they will licence something on their open portfolio to a company

Forgive me if I've missed something here, I'm not an expert on ARM. I do know it is a spec which allows a processor to use a 16 or 32 bit instruction set. There are Philips, Atmel, Analog Devices, and other processors which use it.
