I had no luck on the datasheet arhive

The number on it is 2SC5021-0, they don't print the leading '2S' on Japanese transistors!.

However, it's not listed in Towers update 5.

Nope i dont think this is it

an 2SC5021 is an RF transistor (650 Mhz, 15mA , 20V) and what wod an transistor like that be doing in a flourescent lamp

I dont think so low power transistors come in an TO-220 (these pakeges are mostly power transistors and regulators)

Think about it. What Frequency does it Oscillate at? Probably Fast you need a high frequency Transistor to switch Fast. That one would Fit the Bill great.
