1. Is there any way that I could amplify a DC 1.5V to DC 9V? I thought of two ways: 1. Using DC - AC - DC conversion and 2. Using Voltage multipliers. Can anyone give me a possible circuit.
2. Is there any way that I could amplify AC supply without biasing the circuit?

A switch-mode converter does just that, probably your biggest problem is the low input voltage. Also, I presume you are aware that the current output will be fairly low, probably between 1/8th and 1/10th of that available from the 1.5V supply.

AC is no problem, simply feed it into a transformer.

I suggest you try telling us what you are trying to do, your questions are really too vague to give accurate answers.
