a kwh meter connected to wireless network

hi all,
V ppl r trying to network all electricity meters in a city.
It requires following things( I need help on things listed)
1 a microcontroller to count readings on the meter
2 access to wireless network

Some kWh meter have isolated pins that you can connect counter that you can convert into kWh. The next step is to have these pulses converted to data that you can send via a wireless network accessible by the kWh meter. Atleast you need to break your problems into steps and solve them step by step.
