4 Inputs & 4 Outputs

I have 4 inputs.Also I have 4 output relays.What I need is

When input 1 is switched on relay 1 should turn on.
When input 2 is switched on relay 2 should turn on.
When input 3 is switched on relay 3 should turn on.
When input 4 is switched on relay 4 should turn on.

When input 1 & 2 is switched on relay 1 & 2 should turn on one after the other.
When input 1 & 2 & 3 is switched on relay 1 & 2 & 3 should turn on one after the other.
When input 1 & 2 & 3 & 4 is switched on relay 1 & 2 & 3 & 4 should turn on one after the other.

I want to do this without a uC.

What is the time gap should turn on one after the other.
 
Is it ok if the delay occurs when you energize just one switch, e.g. if you operate only switch 4, there will be a 4-second delay until relay 4 is energized?
 
It must use the same delay.This is used for a camera switcher.It has 4 cameras.I need to show them one after the other by reading the 4 input switches.

I know this is a hard circuit.
 
Are you saying the relays should switch sequentially? So, if switches 1,3 & 4 are on then the corresponding relays should each come on in sequence for one second?
