In Swordfish BASIC a 24 second delay would look like this.

LOW(pin)
DELAYMS(24000)
HIGH(pin)
END

So easy.

It would be dead easy with a micro. The OP said he wants/needs to use a 74LS190. I had to look it up. It is a decade counter of sorts.
