2 pal16l8 as SCB68155

Hello everyone,
In schematic of vme bus cpu card instead of SCB68155 designer used 2 pal16l8 as attachment hand drawn ,now 2 pals failed and I don't fund same board,I insert scb68155 in circuit now system boot up but io card not working and cannot read analogue and digital inputs and not working,does anyone idea?

I'd guess that the PALs give a fixed function, while the SCB68155 needs initialisation / configuration to do anything?

Thanks,but I don't know how configure,also scb68175 have some jumper setting .can be write code for pals as schematic?some pins as picture not connected to circuit same as clk and R/W and LRQ3,4 and irq6,7,2...

What is thr part number of the actual board?
