electric shock

Why did I get an electric shock from this?

I recently bought a replacement battery for my camera, charged it up, then unplugged it after charging. When I picked up the charger I got a nasty shock. Is this likely to be a faulty battery? Or could it be the wiring in my home? I need to know where the problem lies.
