i have an lcd (ts1620a-21/b) its not working . i dont know why. i have connected it to an mega16. all pins are ok. the pin configuration is ok. but there is only a row that turns on. i have 2 of this bot non of them are working

i am a beginner in eagle. i have a qestion. how i can chang the layers to be in handy in layer section. i dont want to go to end of list of layers to see alayer. i like for example have the top, bottom tPlace and other first in the list. how i can do that?
