The voltage I require is 12v in and 24v 50Hz out.
It is to trigger solinoids which require 8VA each. I have up to 24 Solinoids but I expect that no more that 6 would be on at anyone time.

Try the blue-tooth wireless headset.
They are used with various mobile phones and also if you have a bluetooth adapter in your PC then you can use it there too, I believe.
Have you considered going to the local library and looking up some of the old radio-control model books? They have all that you need... ie. simple circuits which you will need to modify the power output of the transmitter and possibly change the frequency as desired.

He had about 5 or 6 35Mhz animal trackers which allowed tracking by a portable receiever and antenna from almost a km away.
It was a purely analogue system. The unit was very small...

Wouldn't it be easier to have a pulsating signal on the robot which pulses a signal at a regular interval? The receievers at the corner of the square detects the time and/or position of the pulse relays it back to the controller who can determine exactly where the robot is?

Those batteries your refering to I believe that they are the same type that is on the Voyager I & Voyager II deep space probes.
Basically Solar cells coated with Radioactive waste sandwiched together to power the probe for perhaps up to 1000 yrs
