12 LEDs for hours, 60 LEDs for minutes and have the LED under the hour flashing.
say it's 3:18 so have the led below the 3 flashing while the LEDs indicating minutes continue on?

As for my latest design, I have a maximum of 2 LDEs at one time enabled.

The only two LEDs at same time would be an hour LED and a minute LED. I think it was Jon's idea to use the 74hc595's.
