"Detect Water x Air in a pipe"

    Hi All,
    I have a problem that I need a help from you. I'm designing a system that monitors a pipe. In this pipe sometimes there is airflow, sometimes water. If air is detected, a valve should close. If it's water it should open. However, I'm not being able to find a way to clearly detect the different flows.
    Any Ideas?
    Please help.
