voltage for 12v trickle charge?

Hi does any one no what type of voltage a 240volt house alarm should put out to trickle charge the internal 12v 1.3ah battery at the moment it is 14.5 volt is this not a bit to high as the battery has gone flat and i think it has overcharged it and ruined it?
any answers plz
 
well if the charger worked fine but in time the battery loosed its performance it is very possible to have that kind of voltage across it. but for a normal battery it is too high ....
the problem is that they have a connected a resisitor in series to the battery to limit the current and have 13.8 acrss the batt, and that resistor often damidges, mostly if the alarm sounds whae the battery is discharged and the alarm charges it.
