Triac light bulb flasher

There's no mention or suggestion of a cooling fan, or vent holes. This circuit would overheat and fail eventually, or God forbid, explode into self-combustion!
 
A fan that is enclosed with the heatsink just blows the hot air around. No cooling.

If the heatsink sweats and is in the open with a fan blowing on it then it will be cooled very well (if the air is not too humid).
