and so this is the reason the optotriac "loop" needs to run from the top connection of the triac to the gate? So that the voltage drop across the load is not included?

The 180/360R is effectively the load resistor for the MOC driver, in would be illogical to connect to the top of the LOAD, all it would do is to increase the dissipation in the resistor.
