THat sounds a bit careless about calibration.

RGB in maximum input level should be 714 mV p-p. WHat is yours?
What is input noise level during HBI?
4x frequency error?
etc etc.
 
I would guess 'Horizontal Blanking Interval'?

In the PAL television standard, the blanking level corresponds to the black level, whilst other standards, most notably NTSC, set the black level slightly above the blanking level on a 'pedestal'.

There is both a Horizontal and Vertical Blanking Interval.
