You need MPLABIDE and at least a programmer.. ie pickit2 / 3

I started my mcu adventure with PIC16F84 , you can build a simple DIY programmer and use
https://www.cs.ucr.edu/~eblock/pages/pictools/fpp.html

that will download a hex file to this device, are you after assembler code...
?
Its Old stuff ( like me) but so is that PIC...

It could be also programmed with a Picstart Plus programmer. Sure is dated but lot of people still use it.

Nigel has a nice programmer solution... Using the pic16pro40 and some home grown software...
