Newbie question Unknown component

Can anyone tell me what this SR 6863D and what an equivalent might be? I Googled the number looking for data sheet for quite a while but nothing came up.

The circuit is the driver circuit for one of those circular fluorescent magnifier lights and it just went "phut".

There are two burnt resistors and these two ICs. Since these ICs are the only active parts on the PCB, I thought I'd try replacing them along with the resistors. Just a guess on my part, I'm afraid.

The 10Uf 400V capacitor in those units dry out & fail due to heat. So I would replace that as well.
