sir to clarify, should i connect the +pin of the test LED to pin16 and -pin of test LED to pin8?

OR

should i just connect +pin of test LED to pin16 and -pin to ground?

i think i dint get your instructions sir, sorry for that.

hi,
Connect the test LED cathode to the 0V line as before.

Use the test lead from the resistor to check pins 16 , which should light the LED

When you touch pins 8 the LED should not be lit because its 0V.

OK.

hi,
Next test.

EDIT:

As you can see the '00' this test is not required.!

hi,
In what way have you built it differently to the first time.
Is a new pcb or project board.???

Give me 10 minutes to work out the next test.

I will get back to you.

EDIT:

Look at this image.
Disconnect pin #7 on the LS247, you should see 1 displayed on the number LED

hi,
That quick '1's test shows that the LS247 is working and the LED to that LS247 is connected OK.

So the problem is somewhere on that first LS192 , the one near the 74LS14, check around that IC.

ok sir, ill be checking again that ic.

btw sir, is a low battery will affect the counting? or will it still count?

hi,
It depends how low the battery volts are.? but it could cause the circuit to fail.

Try a new battery.:)

this one:

is it the scoreboard or time counter?

hi,
As the input are manual switches, how could it be a time counter, unless you push the 'UP' button every second.??

To add 1 to a score you push the UP button once, to deduct a 1 you press the DOWN button,,, to Reset the count to Zero , all '00's use Clear
