Looking for PCB or someone to help design

I found this site while looking for a PCB for building model police cars. I use to buy the boards from a guy on the West Coast in the USA but he recently went missing. I found this thread https://www.electro-tech-online.com/threads/pcb-schematic-for-16-led-12-pattern-pcb.94058/ and want something simular. I have several sample boards i want to have made but I don't have a clue on PCB design and programing. Has anyone seen the board in the above link? Can someone track down where a PCB and its componants were made?

Any help is appreciated
