Video out from USB no. It's a high speed data port, you can't just connect a TV monitor to it.

Yes you would require software, probably from the scope manufacture.

Why don't just use a simple webcam to record the screen on the scope.

It's a drop-dead* simple solution.

in my college thy wont allow these stuffs....
thy need everythin to be done manually.....

Who made it? What model is it?

The hole point being not every scope is the same, some may have outputs and others will not. have you looked up your scope? It should tell you if you can output the video and what you need to do with the output to use it.
