My amp will power up, and it will amplify a microphone, but only at an unacceptably low volume. Fuses are good.

When it was working properly, I used to hear a quickly diminishing energy surge hum upon powering up, now I don't hear that.

Any advice on what's wrong will be appreciated.

could be any of a number of things
Have you taken the lid off for an initial visual inspection yet ?
Have you searched online for a service manual or at minimum a schematic ?
it's likely to be needed to do any decent sort of diagnosis
