Digital Output does not have continuity to ground?

Renesas RH850F1L Microcontroller has number of pins that can be configured as general purpose inputs or outputs.

What might the following statement mean?

A particular pin is configured as Digital Output, Logic Low, but it does not have continuity to ground?
 
The output is provided by a transistor, which presents a finite impedance between the output pin and ground.

In other words that I should read a certain voltage, right?
 
sounds like an Eval kit with an optoisolator
