CALL INTERRUPT sub in qbasic 4.5

Is anyone familiar with this sub. Specifically how to set up to use. What I am trying to do is use int h'21 function h'2C (GetTime) to produce a 1ms accuracy timing loop trigger.
Qbasic does not support direct windows API calls like VB does so this is not an option.
Documentation shows register type definitions setup and define sub statement setup and documents linking the QLB library file to use.
What I am stumped on is how to exactly execute the sub and pass the function code to it and retreive the low byte containing the 100ths of a second. Some code snippets would be useful if you know the answer.
