hi,
On the Chat yesterday, you have a 74LS93A.??? and a AND/NAND gate.????

Connect the Gate to detect '13' and use the output to RESET the 74LS93.OK

As the 74LS93 is an asychronous counter [ ie: ripple thru] you will require to filter the output from the Gate using a simple Res/Cap filter.
