Robot Chassis Recommendations Please? - Electronic Circuits Projects Diagrams Free

I am after a robotic chassis with tracks for a small robot. The chassis must be about 9" in length. Cost of less than £150 preferably. The wheels must have encoders fitted. Most importantly of all the speed of it must be slow. I don't want it to move any faster than about 10cm per second. I will be controlling it using an Arduino and possibly WiFi (for internet control)

Any recommendations please?

I guesstimated the speed based on the information given to be somewhere in the range of 10-30cm per second.
