can PICDEM 2 Plus board be used alone to program the chip or it must be used together with MPLAB ICD 2?

HI,

No, its just a demo board. so you need a separate programmer - instead of the more expensive ICD2/3, a Pickit2/3 would probably work with a suitable connector.

Have you seen these demo boards / Pickit bundles - Microchip part # DV164136 and DM164124
