I haven't built such a programmer myself (I have a STK500 ) but it seems to be pretty easy

Ponyprog is pretty popular, but I absolutly love my STK500/501 combo

I built the version on This page that uses the 74HC126 as output drivers. It works very well on the AVRs that I've used. If you use SM parts and a resistor pack, you can fit the circuit into the parallel port DSUB connector. I am using mine with about 1m of ribbon cable with no problems.
