pic development board

I don't have much experience with PIC microcontrollers and I'm looking for good evaluation board and programmer.
Did anybody try PIC Developent Board by Loginway?
You can buy it from the website http://www.loginway.com and find it on eBay.
It is not as expensive as other development boards from the UK, but I can't find any user's opinions about it.

You don't need an evaluation board, check my tutorials - you can build them on veroboard (stripboard).
