    Default PIC osc

    would a pic oscillating at 4mhz consume less then the same one clocked at 20mhz?

    Yes, the slower the clock speed the lower the power consumption, this is why the 'Low Speed' mode is called LP (for Low Power) - using a 32KHz crystal really drops the consumption.

    Power is mostly straight proportional to freq for a given part and supply voltage, so you're looking at 80% less power.
