Default Must each product have FCC certificate?

If i want to sell a product in the US market, must the product have FCC legally?

For example, UL isnt a mandatory certificate, but is very recommended.

Is FCC a mandatory certificate for selling a product in the US market?

If it has possible radiated emissions. Usually part 15.

A plain flashlight does not need FCC certification.

UL certification is sponsered by insurance industry. If a device is found to be the cause of a fire starting in a house and it is not UL certified the insurance company may reject paying a claim.

Most schools and public agencies will not buy any non-UL electrical device.
