Default deflection temperature

Any one knows the meaning of deflection temperature of 160 degree celsius @ 66psi of the cableeater which protects wire.
Is this a kind of test standard?
Is psi refering to the load or the pressure asserted by the load?
Pls advise.
Thanks.
