Default Crystal Test Jig

Ok...So I am trying to figure out how to test a color burst crystal that I have. I tried using it with a chip I have on a breadboard but no oscillations. So Is it the chip or the crystal. That led me to this question. How would one put together a test jig for crystals or ceramic resonators?
