Need some help - Electronic Circuits Projects Diagrams Free

Hi i am new to this electronics stuff but we are working on a project and i was wondering if someone can help me out.
I am using a TSW434 with a HT12E and HT12D I would like to isolated the bits and i think i have read the latch.
So my first question is if they latch second question is if the output should be oscillating or should be still.
I just want them to be one when i transmit one on the right pin. I also am concerned if i should use the data pin or the address pin.
