Hi a newbie here, i need something like a 4017 or BCD counter, but the outputs need to be V- (ground) instead of V+, thanks for the help

Use a 4017 and 2 inverters.

The correct term is active low not V-.

The 4017 has active high outputs so an inverter will make it active low.

Don't forget to connect the inputs of the 2 unused inverters to ground.
