Gerber File Creation - Electronic Circuits Projects Diagrams Free

Can anyone point me in the direction of some free software that I can use to create GERBER files?

There are a few out there but they are supplied by companies who want to supply the board.

Just want to create a file so I can send it off for quotation.

Eagle is a free PCB layout program, so you'll be able to get some gerbers out of that - once you do the schematic and go through the layout process. Keep in mind that most layout programs start in the US$3K region and go up from there.
