Can any body guide me on circuit used to control the vehicle speed.

I just want to know a circuit used to control the spead of a car to certain amount. Forinstance in the graded road I want the car to move at a speed of 80KM/P BY stoping the fuel to the engine, and on black top road I want the car to speed up to 100KM/h. This is the idea am looking for.

The biggest problem you've got is.......

How is the car going to know what speed it is allowed to do when it's on a particular road ????
