hello,
Can anyone recommend a book on testing components
with a meter before placing them in the circuit.
Components such as triac,diac,voltage regulator LM350
ect.

None of these components are easily tested using a meter.

IF alot of testing is done on these on a regular basis, you can make your own test fixure & circuit to test them.
