The block diagram makes it clear, it's a 5.5MHz FM modulated oscillator, to generate the intercarrier sound. You don't have your location listed, but you should make sure that 5.5MHz is what your country uses!.

SIF = Sound Intermediate Frequency. This transformer commonly used in TV sound systems.

As it's labelled - 1000pF - 'k' is the prefix for 10 to the power of 3.
