This Partly depends on What you want to Convert.

You could take the output of your microphone and run it through a Peak detector, than in a Voltage to frequency converter. This would give you a output based on your voice's "Amplitude".

Or you could amplify the Microphones output and convert it to a Square Wave. Than put it into a Frequency to Voltage Converter and than into Voltage to Frequency Converter. In Theory if both converters were the same, the sound would come out Simular to the Origional Sound, But as a Square Wave. However since you can change the Range of Converson on Both Converters, This can also change the output frequency range.

Therefore you could change your voice into the Ultra Sonic Region, if you wanted to.

There are also Other Possibilities, So What Exactially do You Want?

A Very Good IC for Frequency Converson is a XR4151. It is capable of going to Zero Hz. (No Input = No Output)
