hi guys..im raj..and i need serious help...hmm any1 knoes how to design a counter circuit..hm tat is connected to a 555 timer...plz people i need help..thanx

what is the use of U1 in that?

It's a 5 regulator, it regulates the 9V battery down to 5V as required by the TTL chips used. If you connected 9V directly to the TTL chips it would blow them.
