Maxim makes a counter/display chip called ICM7224 which will drive 4 1/2 digits of LCD by itself, or if you connect two or more chips together ("cascade") you can get more digits. Here's a link for the ICM7224 datasheet: http://pdfserv.maxim-ic.com/en/ds/ICM7224-ICM7225.pdf This chip can count up to 25MHz. You'll also need a timebase circuit and a display, but that's about it.
