Can I use a Crystal-On-Glass LCD to build an oscilloscope?

Probably, but it's by no means a trivial project.

Its a chip-on-glass sorry plus Im using avr atmega32

Physically and controller wise interfacing to the LCD can be incredibly difficult. You'd need to provide a lot more information on the LCD module that you're thinking of using.
