Default NEWBIE PROJECT QUESTIONS?????? NEED ELECTRONICS HELP

Ok hows it going everyone im a newbie as you all
might know and i have a few questions that you all
might think are dumb But im in the pursuit of knowledge
ok well lets get started im starting a project and i have
two seperate voltages i need to controll 1 is varies from
.955v to 3v and the 2nd voltage .545v to 3v for the first set
of voltages i need to lower it from .955v to about .650v-.720vas
its lowest possible voltage but also keeping it from going above 1.5v
instead of 3v and the second voltage in need to keep it from going past
.050v-.070v instead of 0.545 i beleive im going to have tio use a micro controller to do that if anyone can help me out i would be really thankful

If you would use punctuation (periods, commas, apostrophes, capitalize first letter in sentence, etc.), I would be more likely to try to decipher your question.
