The project is to fashion a metallic box-like safe that will be locked with a 4 digit combination digital lock based on LS7220. The key pad should have 12 buttons. (Actually, i'm coupling the circuit, i'm not the inventor). If the right combination of keys are pressed, the lock opens and remains open for some seconds and then locks again. If you can't get the LS7220 that's a problem. You could try a microcontroller based design but you'd have to learn to program and you may have problems getting that too. Not many businesses will ship to Nigeria.

The lock should be i such any way that it can close even if the circuit power output is gone. Just like you can lock some doors without the key but opens it with only the key.

Then you need something like these strike plates. » Electric Strikes & Magnetic Locks Won't be as secure as an electric dead bolt, however.
